Policies, standards and regulations will have a crucial impact on the applicability of dynamic and circular building design. For example, in terms of circular business model development, such instruments all have a bearing on value creation. Governments and regulators have the potential to be influencing forces in all phases of a building’s lifecycle. In addition, public authorities can take a key role as early adopters and leaders in embedding and normalising circularity.
The transition to a dynamic and circular built environment1 requires both action and vision. This transition will need systemic changes, boosting opportunities and eliminating barriers, going beyond technical innovation. The Framework for Policies, Regulations and Standards provides a roadmap for changes which will allow the transformation of the industry to circular principles, through a set of recommendations to guide policy-makers

Policies and regulations in member states and across the EU will influence our ability to transition to a circular economy – positively and negatively.
This state-of-the-art report aims to give an overview of the current policy instruments that are considered to have relevance in relation to promoting, or possibly hindering, the adoption of circular economy opportunities in the built environment. The analysis of the current policy instruments has been done on a European level and on a member state level for 4 different countries being: Belgium, Portugal, Sweden and UK.

A huge industry is involved in mining the raw material, smelting it into billets or bars and processing it to create a finished metal product ready for use. Next to “virgin” metal (metal from primary resources, e.g. iron ore), recycled or ‘scrap’ metal is used to create products. Whilst the use of recycled metals saves a lot of energy and processes compared to virgin metals production, the use of virgin metal is still a necessity. This is due to the demand of metal products exceeding the supply of scrap, and because desired composition of metal products is achieved by diluting recycled metal with virgin material. The publication gives an overview of a broad exploration of factors that determent transformation capacity of buildings and reuse potential of building products and elements for everyone interested in the new world of dynamic circular buildings enabling circular material streams through the built environment of material resources.
The International Design Studio results presented in this e-book have addressed two key elements of Reversible Buildings (i) spatial reversibility and (ii) technical reversibility. Spatial reversibility defines the ratio between fixed and variable space and the capacity of variable space to accommodate different functions. Technical reversibility is about the design of the building structure considering individual recovery and exchangeability of building elements.
